Seasons at the Hoover combines historic restoration with affordable housing for the benefit of senior citizens in Southern California. Vista Communities, Inc., developer of the project, restored the seven-story Hoover Hotel in Whittier, Calif. that had turned into a dingy beer bar and transient lodging.
Located in the Historic Uptown Whittier, the project is one-half block from a bus depot and within walking distance of the senior center, Central Park, shops movies and restaurants. Originally built in 1930 and named after former First Lady and Whittier resident Lou Henry Hoover, the property is recognized in the National Register for Historic Places.
Prior to acquisition, the former hotel was operated as a run-down apartment building with an undesirable nightclub located on the ground floor. Due to poor management and lack of repairs, the property was in very poor condition and occupancy rates had declined. Today, this project provides low-income senior citizens with safe, attractive and affordable housing.
The renovation included restoration of the historic façade and the original flooring, stair tiles, and wrought iron stair rail. Fifty, one-bedroom apartments were constructed and the entire ground floor was rebuilt into a common area lobby, lounge, management office, counseling office, and multi-purpose room for the benefit of the residents.
Vista Communities secured Low Income Housing Tax Credits, Historic Preservation Credits, Whittier Redevelopment Agency and City of Industry funds, in addition to construction and permanent financing. Seasons at the Hoover is being operated by Vista Communities’ non-profit partner, LINC Housing of Long Beach.
